The stemming algorithm by Julie Beth Lovins actually has academic priority over PorterStemming, as was pointed out by Martin "Stemming" Porter himself (see below).
His conclusion was that she traded a larger number of matching and transformation rules for dramatically fewer (conceptual) steps in the algorithm, relative to his apparently-better-known work.
